There is no single UK regulation for safety sensors on commercial vehicles. There are four overlapping schemes — DVS, FORS, CLOCS, and HSE guidance — each with different thresholds, different sensor requirements, and different enforcement mechanisms. Fleet managers frequently ask which applies to their vehicles and what exactly it requires. This guide answers both questions, scheme by scheme.
Proximity sensors and associated safety equipment for commercial vehicles are governed by four frameworks in the UK. They are not all legally equivalent — some are statutory requirements enforced by penalty, others are voluntary schemes that have become practically mandatory because clients and contract owners require them.
The practical reality for most fleet managers is that DVS applies if you operate in London, FORS applies if your clients or contract owners require it, and CLOCS applies if you work on major construction projects. HSE applies to all vehicles on sites with pedestrians — regardless of any scheme membership.
The Direct Vision Standard requires all HGVs over 12 tonnes gross vehicle weight to hold a valid HGV Safety Permit if they operate in Greater London (all 32 boroughs plus the City of London). As of October 2024, vehicles rated at fewer than three stars under the DVS star rating system must be fitted with a Progressive Safe System (PSS) rather than operating on a basic star rating.
The PSS specifies four mandatory components relevant to safety sensors and cameras:
DVS is enforced by Transport for London using ANPR cameras and roadside checks. Non-compliant vehicles operating in London without a valid Safety Permit receive a Penalty Charge Notice (PCN). There is no warning stage — the first detection results in a penalty.
Left-hand drive vehicles with full direct vision (5-star rating) are exempt from the nearside camera requirement, though the audible left-turn warning remains mandatory. Emergency services, military vehicles, historic vehicles, and mobile cranes are exempt from DVS entirely.
FORS Bronze is the entry-level accreditation. The sensor and safety equipment requirements at Bronze level are relatively limited compared to Silver, but they form the foundation that Silver builds on — you cannot hold Silver without maintaining Bronze compliance.

Electronic proximity sensors are not mandated at FORS Bronze for most vehicle categories. However, for rigid goods vehicles over 7.5 tonnes registered after January 2025, a rear camera is now required — this reflects the alignment between FORS v7 (effective January 2025) and broader industry movement toward camera-as-standard on larger vehicles.
FORS Silver is where proximity sensors become mandatory. The Silver standard requires a close proximity sensor and driver audible alert system to alert the driver of vulnerable road users in the nearside blind spot. This is a specific requirement — not “cameras or sensors” but sensors with a dedicated audible alert for the nearside zone.

FORS Silver also requires the proximity sensor to operate continuously below 20 mph — it cannot be configured to activate only on reverse gear engagement. This is a detail that fleet managers sometimes miss when specifying systems: a rear-only sensor that activates on reverse does not satisfy the FORS Silver nearside sensor requirement.
FORS Gold uses the same equipment standard as Silver for sensors and cameras. The distinction between Silver and Gold is primarily in operational and management processes, not the hardware fitted to vehicles.
CLOCS (Construction Logistics and Community Safety) is the compliance framework used on major construction projects in London and, increasingly, on major infrastructure projects nationally. The CLOCS Standard defines vehicle equipment requirements that align closely with FORS Silver/Gold.
CLOCS sensor requirements include a nearside proximity sensor with audible alert, nearside camera with in-cab monitor, front camera or moving-off information system, and an audible left-turn warning. The specification mirrors the FORS Silver list because CLOCS was designed to be consistent with FORS — operators who hold FORS Silver are typically treated as CLOCS-compliant by project clients, avoiding the need to demonstrate compliance separately.
CLOCS compliance is checked by principal contractors at site induction. Non-compliant vehicles are refused site access — there is no fine, but the consequence (vehicle cannot work on site) is immediate and operational.
Vehicles operating on construction sites — dumpers, excavators, telehandlers, concrete mixers — are not road vehicles and are therefore outside the scope of DVS, FORS, and CLOCS. They are covered instead by HSE guidance and the Construction (Design and Management) Regulations 2015.
CDM 2015 creates a general duty to manage risks from vehicle-pedestrian conflict on site. The HSE’s guidance on workplace transport (HSG136) identifies sensor fitment as a risk-reduction measure, and increasingly, RAMS (Risk Assessment and Method Statement) documents submitted to principal contractors require proximity sensors on plant operating in areas where workers on foot are present.
There is no prescribed sensor specification in the CDM regulations — it is a performance-based framework. In practice, principal contractors set their own requirements. On major civils and infrastructure projects, these requirements often specify proximity sensors on all plant operating within the site boundary regardless of size.
The FORS Vehicle Safety Equipment Guide distinguishes between “required” and “desirable” equipment. A common source of confusion is the status of proximity sensors at DVS level — they are listed as “desirable” rather than “required” in some versions of the guidance. This does not mean optional in any meaningful operational sense.
For DVS, the PSS’s BSIS component (the active sensor) is a mandatory element of the Progressive Safe System that lower-rated vehicles must fit. The “desirable” classification appears in guidance that predates the October 2024 PSS update — current DVS requirements make the sensing component of the BSIS mandatory for PSS-fitted vehicles.
For FORS Silver, proximity sensors are unambiguously required — the standard uses the word “must” rather than “should.” If a vehicle undergoing FORS Silver audit does not have a functioning proximity sensor on the nearside, it will fail the audit.
Yes. FORS is a national scheme. Silver accreditation requirements — including the proximity sensor mandate — apply to vehicles wherever they operate in the UK. The DVS requirement is London-specific; FORS is not.
A 3-star rated vehicle can operate in London without fitting a PSS, so the BSIS sensor requirement under DVS does not apply. However, if the same vehicle is operated by a FORS Silver-accredited fleet, the FORS sensor requirement still applies independently of the DVS star rating.
A non-functioning proximity sensor is an immediate FORS Silver audit failure. If the audit is imminent, repair or replace the sensor before the audit date. A failed audit results in accreditation suspension, which can affect the operator’s ability to fulfil contracts that require FORS Silver.
FORS Silver specifically mandates nearside proximity sensors. DVS PSS (BSIS) similarly focuses on the nearside blind spot. Offside sensors are not mandated by any of the four frameworks, though many operators fit them as a safety measure and for insurance risk management.
Vans between 3.5t and 7.5t are within FORS scope but are subject to lower equipment requirements than HGVs. FORS Silver proximity sensor requirements apply to HGVs and larger vehicles — lighter vans may be assessed under different criteria. Check the current FORS Standard for the vehicle weight category relevant to your fleet.
