If any of your HGVs operate in Greater London and weigh more than 12 tonnes, the Direct Vision Standard (DVS) affects your permit status, your equipment budget, and potentially your access to London contracts. The October 2024 enforcement change made this a live operational issue rather than a future planning item: vehicles that were running on legacy permits without a Progressive Safe System fitted had their permit validity expire at midnight on 27 October 2024. The grace period for installation — extended to 4 May 2025 — has also now passed. This guide explains how the scheme works, what the star rating system means, and what the Progressive Safe System actually requires.
The Direct Vision Standard is a Transport for London regulation that assesses how much a driver can see directly from the cab of an HGV — without mirrors, cameras, or other aids. The scheme was introduced in response to data showing that HGVs were significantly over-represented in cyclist and pedestrian fatalities in London. HGVs make up approximately 4% of London’s traffic but accounted for 70% of cyclist deaths in the capital between 2016 and 2019. The common factor in these collisions was not speed — it was that the cyclist or pedestrian was in a part of the vehicle’s surroundings the driver physically could not see from the cab.
DVS is part of the Mayor of London’s Vision Zero programme, which aims to eliminate all deaths and serious injuries on London’s transport network by 2041. It is the first legislation of its kind in the world. Unlike FORS or CLOCS — which are voluntary accreditation schemes — DVS is a statutory requirement. Operating a non-compliant HGV in the DVS zone is not a scheme infringement; it is a regulatory breach subject to a penalty charge notice.
The DVS scheme applies to all HGVs exceeding 12 tonnes gross vehicle weight operating in Greater London. The scheme applies 24 hours a day, seven days a week, across most of the Greater London area — not just central London or the congestion charge zone. Vehicles based outside London that make deliveries into the capital are subject to the same requirements as London-based fleets.
Vehicles under 12 tonnes GVW are not within scope of the DVS scheme. Light commercial vehicles and vans are excluded regardless of route or frequency of London operation.
DVS uses a star rating scale from zero to five. Vehicles rated three, four, or five stars can apply for a DVS Safety Permit without fitting any additional safety equipment beyond the standard Class V and VI mirrors and side under-run protection. The higher star rating reflects the vehicle’s inherent direct vision capability, which TfL considers sufficient to meet the scheme’s objectives.
This is a useful purchasing lever for operators with planned fleet replacement. New cab-over and low-entry vehicles increasingly achieve three or four star ratings, and a three-star vehicle does not require the Progressive Safe System — a consideration that affects both the purchase price and the ongoing maintenance burden of operating in London.
Vehicles rated zero, one, or two stars cannot obtain a DVS Safety Permit without fitting a Progressive Safe System (PSS). The PSS is a defined package of integrated safety components, not a general category of safety equipment. Each component has a specific technical function:
A camera system fitted to the nearside of the vehicle, with an in-cab display, to eliminate the remaining nearside blind spot that the driver’s direct vision does not cover. The CMS must provide the driver with a real-time view of the nearside zone. It supplements the driver’s direct vision rather than replacing the requirement to look — but for a vehicle rated zero or one star, the nearside coverage gap is large enough that the CMS is the primary means of nearside awareness.
A sensor-based detection system along the nearside of the vehicle that alerts the driver when a vulnerable road user (VRU) is identified in the nearside blind spot zone. The BSIS requirements are technically specific: the system must be active between 0 and 30 km/h regardless of indicator status, must detect VRUs at a range of up to 9 metres to the rear, 2.2 metres to the side, and 2 metres in height, and must respond to pedestrians and cyclists without triggering on stationary vehicles or typical roadside furniture. A system that triggers on lamp posts and parked cars is not technically compliant under TfL’s PSS specification.
A sensor or camera system fitted to the front of the vehicle that detects VRUs in the frontal blind spot when the vehicle moves from rest. The front blind spot — the area directly ahead of the cab that a driver in an elevated cab cannot see when looking forward — is an underappreciated risk zone, particularly at junctions and traffic signals where pedestrians may be crossing as the vehicle moves off. The MOIS activates in response to proximity to a VRU and provides an alert to the driver before the vehicle begins moving into that zone.
An external audible warning that alerts pedestrians and cyclists when the vehicle is turning left. A voice message alarm — “This vehicle is turning left” — is the standard format. This is the only PSS component that addresses the VRU’s awareness rather than the driver’s: it creates a warning window for a cyclist who may be alongside the vehicle and unaware that a left turn is imminent.
The critical enforcement change took effect at midnight on 27 October 2024. From that point, all legacy DVS permits for zero, one, and two-star vehicles became void. To continue operating in London, these vehicles required a new permit demonstrating PSS fitment.
TfL subsequently extended a grace period for operators who could demonstrate a PSS installation was booked and scheduled. That grace period expired at 23:59 on 4 May 2025. Fleet managers still operating zero, one, or two-star vehicles in London without a compliant PSS fitted after that date are operating without a valid permit and are subject to enforcement.
The penalty for operating without a valid DVS permit is a Penalty Charge Notice (PCN) of up to £550, reduced to £275 if paid within 14 days. The PCN accrues per vehicle, per observed violation — not per operator or per fleet.
DVS and FORS are distinct frameworks operating independently, though their equipment requirements increasingly overlap. DVS is a statutory scheme administered by TfL and is mandatory for London operation regardless of FORS status. FORS is a voluntary accreditation scheme used across the UK, with Silver requiring camera and sensor equipment that substantially mirrors the DVS PSS components.
