An incident happens. Your driver calls it in. You know there’s footage — but do you know how to get it, package it, and get it in front of your insurer in a format that actually moves the claim forward?
Raw footage alone is not an evidence pack. A clip of the collision is a starting point. What insurers, solicitors, and fleet managers actually need is a structured package: the footage, yes — but also the GPS track, the speed data, the timestamp, the multi-camera angles, and the chain of custody showing the footage hasn’t been tampered with. Without that structure, a perfectly clear video of someone else’s fault can sit in an insurer’s inbox for weeks before anyone acts on it.

An evidence pack is a structured, exportable bundle of data relating to a specific incident — pulled from your fleet camera and monitoring system and formatted for use by a third party. The key word is “structured.” A raw video file sent via WhatsApp to an insurer is not an evidence pack. The footage may be genuine, but there is nothing to establish when it was recorded, what vehicle it came from, whether it has been edited, or what else was happening at that moment on and around the vehicle.

Transport managers and fleet operators regularly discover this the hard way. The footage is there. It shows clearly what happened. And the insurer still takes two months to process the claim.
The problem is usually one of three things. First, the footage is unverified — there’s no metadata or chain of custody, so the insurer can’t confirm it hasn’t been clipped or edited. Second, it’s incomplete — the video shows the collision but not the 15 seconds before it, when the other party pulled out without signalling. Third, it’s the wrong format or resolution — footage from an older dashcam that looked fine on a phone screen becomes grainy and unusable when an insurer’s legal team tries to slow it to frame-by-frame.
Staged accidents — false claims where another driver deliberately causes a collision and then claims your fleet vehicle was at fault — are specifically designed to exploit this gap. The claimant has a story and witnesses; without a clean, complete evidence pack, a fleet operator is left defending on the back foot. Staged rear-end collisions and coached witness statements are not uncommon in commercial fleet claims, particularly for larger vehicles where the insurance payout potential is higher.
Sending a well-structured evidence pack to your insurer alongside the initial incident report can cut weeks off the resolution timeline. Adjusters move faster when they receive timestamped video with corroborating GPS and telemetry data alongside the first notification of loss — not as a follow-up days later.
This assumes your fleet runs an MDVR or connected camera system with cloud access. The process varies between platforms, but the underlying steps are consistent.
Step 1 — Secure the footage immediately. As soon as an incident is reported, access your fleet management platform and locate the vehicle and time window. Do not wait. Footage on local SD cards or hard drives can be overwritten by normal recording cycles within 24–72 hours depending on your storage configuration. Cloud-stored event clips triggered by g-force or impact sensors are more resilient, but should still be explicitly preserved.
Step 2 — Pull the full time window, not just the impact moment. Export at minimum 60 seconds before the incident and 30 seconds after. The build-up — the approach, the road conditions, the other driver’s behaviour in the preceding seconds — is often the most important part. Insurers and solicitors will ask for it; building the pack with full context saves a second request.
Step 3 — Export all available camera channels. If the vehicle has front, rear, nearside, and driver-facing cameras, export all four for the same window. Multi-angle footage significantly increases the evidentiary weight of the pack — it is harder to dispute what four cameras captured simultaneously than what one did.
Step 4 — Download the GPS track and telemetry for the same window. Export the vehicle’s GPS log and speed data from your fleet management portal for the incident period. The GPS map overlay showing the vehicle’s exact position and speed at the moment of impact is often more persuasive to an insurer than the footage itself.
Step 5 — Generate a system export log. Most fleet camera platforms record who accessed footage and when. Export or screenshot this audit trail. It establishes chain of custody — that the footage was pulled from the original system, unedited, by an authorised user at a specific time. Without it, the footage has no provenance.
Step 6 — Package and label everything clearly. Rename files with the vehicle registration, date, time, and camera channel (e.g. VN21ABC_2026-04-15_14-32_front.mp4). Write a brief cover note listing the incident date, vehicle, driver, incident description, and enclosed files. This takes 10 minutes and makes the pack immediately usable.
Step 7 — Submit alongside the first notification of loss. Many operators treat the evidence pack as something to prepare once asked for it. The better approach is to submit it with the initial claim report. Claims submitted with supporting video and telemetry data at first notification typically move to liability assessment significantly faster than those without.
Fleet managers regularly ask why footage sometimes fails to hold up in disputes even when it seems to clearly show fault. Usually one of these applies.
**Footage quality is insufficient.** High-definition video with night-vision holds up under scrutiny. Low-resolution footage from older cameras may not be clear enough to identify a number plate or confirm details at the frame-by-frame level that legal proceedings require.
**The incident window is incomplete.** Footage starting at the moment of impact is missing the context that establishes what caused it. An insurer looking at a collision with no prior footage cannot determine whether your driver had adequate reaction time.
**No corroborating data.** Footage without GPS and speed data is easier to dispute. Video showing a collision combined with telemetry confirming the vehicle was at the speed limit and braking normally immediately before impact is a substantially stronger package.
**Footage not preserved in time.** Overwritten storage is a permanent loss. If a driver reports a scrape three days after it happened and the system has already overwritten the relevant footage, the pack cannot be built. Report all incidents the same day and flag the footage for preservation immediately.
Any fleet carrying third-party cargo has an obligation to document incidents comprehensively. The practical benefit is sharpest in three situations.
Fleets operating in urban areas — particularly HGVs, buses, or construction vehicles through city centres — face the highest rate of false or exaggerated claims. These environments attract opportunistic third parties who know that large commercial vehicles carry significant insurance coverage and that operators without clean evidence struggle to dispute claims effectively.
Fleets that have experienced premium increases due to at-fault claims the operator believes were incorrectly attributed. A structured evidence process, applied consistently, changes the dynamic: insurers update their risk assessments when a fleet consistently produces verifiable, complete packs rather than relying on driver accounts.
FORS-accredited operators and fleets working under DVS compliance requirements already maintain camera systems capable of producing evidence-quality footage. The step from having the footage to using it effectively is largely procedural — building and practising the pack-assembly process before an incident, not improvising under pressure after one.
How quickly do I need to preserve footage after an incident? Within the same working day where possible, and certainly within 24 hours. Local storage is overwritten continuously. Cloud-stored event clips triggered by impact sensors are more resilient but should still be explicitly preserved. Assume any footage not actively secured will be gone within 72 hours.
Does my insurer need the original footage files? Most UK commercial fleet insurers accept exported clips from a recognised fleet platform, provided there is an audit trail confirming the footage came from the original system without modification. Encrypted or watermarked cloud exports typically satisfy this. Confirm your insurer’s preferred format before an incident occurs.
