Camera System Requirements for UK HGV Operators


Camera requirements for UK HGV operators come from three distinct compliance frameworks — the Direct Vision Standard in London, FORS nationwide, and CLOCS on construction sites — and none of them uses quite the same specification language. Understanding which cameras are mandatory under which framework, and for which vehicles, determines whether a camera investment achieves regulatory compliance or leaves gaps that an auditor or enforcement officer will identify. This guide sets out the camera requirements by framework, by camera position, and by vehicle category.

How the Three Frameworks Relate

Before looking at camera types, it is useful to understand the relationship between the three frameworks, because operators often assume they overlap more cleanly than they do:

  • DVS (Direct Vision Standard) is a statutory requirement administered by Transport for London. It applies to HGVs over 12 tonnes operating in Greater London. Compliance is mandatory — not a scheme or accreditation, but a legal condition for operating with a valid DVS Safety Permit. Camera requirements are specified in TfL’s Progressive Safe System (PSS) technical guidance.
  • FORS (Fleet Operator Recognition Scheme) is a voluntary national accreditation scheme. Camera requirements are mandatory for FORS Silver and Gold accreditation. Many site access and contract requirements in the UK specify FORS Silver as a minimum — so for many operators, FORS Silver compliance is effectively mandatory even though FORS itself is voluntary.
  • CLOCS (Construction Logistics and Community Safety) is a voluntary standard for construction logistics operators. Its vehicle equipment requirements mirror FORS Silver and Gold. Operators accredited to FORS Silver are generally meeting the CLOCS equipment standard simultaneously.

The key practical point: these frameworks are independently administered and overlap substantially but not completely. An operator compliant with DVS PSS is not automatically compliant with FORS Silver, and vice versa. The differences are not large — but they matter in an audit.

Camera Position Requirements by Framework

Nearside Camera (All Frameworks)

A camera monitoring the nearside blind spot, with an in-cab display providing the driver with a live view of the nearside zone, is mandatory under all three frameworks for vehicles within scope.

Under DVS PSS, this is described as the Camera Monitoring System (CMS) and must be fitted to all zero, one, and two-star vehicles to obtain a London permit. The CMS provides the driver’s visual coverage of the nearside — the area that the vehicle’s low direct vision score indicates the driver cannot see adequately from the cab.

Under FORS Silver, the nearside camera and in-cab display are mandatory for all HGVs above 3.5 tonnes GVW. The camera must provide a clear nearside view in real-time. FORS Silver specifies that an alternative vision aid (such as a Fresnel lens) is acceptable for vehicles registered before 1 January 2015, where no contractual or permit requirement for a camera exists.

Under CLOCS, the nearside camera requirement mirrors FORS Silver: a camera providing driver nearside awareness, with in-cab display, for all commercial vehicles above 3.5 tonnes.

Rear Camera — Rigid Goods Vehicles Only

A rear-facing camera monitoring the area behind the vehicle during reversing is mandatory under FORS Silver and CLOCS for rigid goods vehicles exceeding 7.5 tonnes GVW. This applies to the vehicle at the rear of the rigid body — not to articulated tractor units, where the reversing view is provided by mirrors and trailer monitoring if fitted.

The rear camera is not mandated by DVS PSS. The PSS focuses on forward and nearside vision, not the rear. This creates the most significant gap between DVS compliance and FORS Silver compliance: an operator who fits a DVS PSS package only will meet London permit requirements but will not meet FORS Silver on a rigid goods vehicle over 7.5 tonnes until a rear camera is also fitted.

For pre-2015 rigid vehicles, FORS Silver allows an alternative rearward vision aid in some circumstances, but the pre-2015 exemption is being progressively restricted as accreditation requirements are updated. Gold-level operators must document a fleet replacement plan for any vehicles using alternatives.

Front Camera — Not Mandated, But Critical

A forward-facing camera is not specified as a mandatory item by DVS PSS, FORS Silver, or CLOCS. However, it is strongly recommended and increasingly listed as “emerging practice” in FORS Silver guidance. The front camera provides the most useful evidence in insurance claims involving junction incidents, following-distance disputes, and pull-out collisions — the most common categories of disputed commercial vehicle claims.

For fleet operators who want to use camera systems for risk management beyond regulatory minimum compliance, the forward-facing camera is the highest-value addition. In combination with the nearside camera, it covers the two zones where most pedestrian and cyclist collision claims originate.

Moving Off Information System (MOIS) — Front Zone Detection

The MOIS is not a camera in the traditional sense — it is a sensor or camera-based system that detects vulnerable road users in the frontal blind spot when the vehicle moves off from rest. Under DVS PSS and FORS v7 (January 2025), MOIS is a mandatory component for all vehicles within scope. It sits at the front of the vehicle, typically at bumper height, and alerts the driver when a person is detected in the frontal zone before the vehicle begins moving.

Fleet operators specifying a camera package should confirm whether the MOIS function is being covered by a standalone sensor, by an AI-enabled front camera with detection capability, or by a combined unit. Systems vary in how the MOIS requirement is met — some use ultrasonic sensing, others use camera-based human form recognition. Both are acceptable if the system meets TfL’s PSS performance criteria.

Technical Specifications for DVS PSS Camera Systems

TfL’s PSS technical guidance specifies performance requirements for the CMS and BSIS that camera system suppliers must meet. For fleet operators evaluating systems, the key technical criteria are:

  • BSIS detection parameters: must detect vulnerable road users at up to 9 metres to the rear, 2.2 metres to the side, and 2 metres in height. Must be active at all speeds between 0 and 30 km/h regardless of indicator status. Must not trigger on stationary vehicles or typical roadside furniture.
  • CMS display quality: must provide the driver with a real-time view of the nearside zone from the normal driving position. Image quality must be sufficient for the driver to identify a pedestrian or cyclist in the zone — not just detect presence.
  • System reliability: must be demonstrably reliable over the operating life of the vehicle. Systems with a history of false alerts that drivers learn to ignore are not meeting the performance intent of the standard.

FORS does not publish equivalent technical specifications — it specifies functional outcomes (driver can see the nearside zone, driver is alerted to a proximity event) rather than detection parameters. An operator who has fitted a DVS PSS-compliant system that meets TfL’s technical criteria is likely meeting the functional outcome that FORS requires, though the two frameworks are assessed separately.

What Cameras Cannot Replace

Camera systems are specified as additions to mirrors, not replacements. FORS Silver requires Class V and VI mirrors to be fitted alongside the camera system. Under DVS PSS, cameras are likewise fitted in addition to the required mirrors — Class IV, V and VI mirrors remain a legal requirement, and camera systems do not substitute for them.

The practical significance is that operators who fit cameras alongside correctly positioned mirrors are meeting the compliance standard. Operators who assume that fitting a camera system means they no longer need to maintain mirror angles are creating a compliance gap — particularly relevant when a vehicle returns from a body shop or significant repair where mirror adjustment may have changed.

Frequently Asked Questions

Which vehicles are exempt from camera requirements?

Vehicles under 3.5 tonnes GVW are outside the scope of FORS and CLOCS vehicle safety equipment requirements. Vehicles under 12 tonnes GVW are outside the scope of DVS. Vehicles rated three stars or above under DVS do not require a PSS (though they may still require cameras to meet FORS Silver). Pre-2015 vehicles have a partial exemption under FORS Silver from the nearside camera requirement where no permit or contractual requirement for camera fitment exists.

Do all camera requirements apply to trailer as well as the tractor?

The nearside camera requirement applies to the tractor unit cab configuration — the driver’s nearside. For articulated vehicles, the trailer length creates the continuous nearside blind spot that the camera must cover. The camera is typically mounted on the tractor cab, angled so its field of view covers the nearside along the trailer length. Rear camera requirements (FORS Silver) apply to rigid goods vehicles — not to articulated tractor units.

Is a single wide-angle camera sufficient for all camera requirements?

No. The DVS PSS and FORS Silver requirements are position-specific: a nearside camera covers the nearside zone and a rear camera covers the rear zone. A single wide-angle camera mounted centrally does not provide the zone-specific coverage that the frameworks require. Operators should verify that each required camera position is explicitly addressed in their system specification.

Are camera systems alone sufficient for FORS Silver?

No. FORS Silver requires cameras (nearside, rear for rigids >7.5t) plus proximity sensors with audible alerts, audible left-turn warning, and reversing alarm. The camera provides visual confirmation; the proximity sensor provides an alert regardless of whether the driver is watching the screen. Both are required. A camera-only system without a proximity sensor fails the FORS Silver sensor requirement.

Can camera footage be used as evidence in insurance claims?

Yes — and this is a significant operational benefit beyond regulatory compliance. Camera footage with embedded GPS and timestamp data is admissible in civil proceedings and is routinely submitted in insurance claims. For disputed incidents where a third party claims a different account of events, forward-facing and nearside camera footage is often conclusive. Footage must be preserved before it is overwritten by loop recording — most MDVR systems have event-triggered clip locking to prevent this.
