A road gritter operating at 3am on an icy dual carriageway is one of the highest-risk vehicle deployments in any council fleet. The vehicle is large, slow-moving, and operating in the dark in adverse weather conditions. Following vehicles may encounter ice that significantly reduces braking distance. The gritter itself is a conspicuous obstacle. Rear-end collisions are the most common serious incident type for winter service vehicles — and the council’s ability to demonstrate the vehicle was operating correctly, with lighting and spreading systems functioning, depends entirely on whether camera footage was being captured at the time.

Why Gritters Have Different Camera Requirements

A road gritter’s operating profile creates hazards that standard HGV camera specifications do not address:

The rear spreading zone: The gritter’s spreading mechanism ejects grit in a controlled pattern behind the vehicle. Workers conducting roadside inspections or attending breakdowns can be in this zone. A rear camera showing the spreading zone — not just the area immediately behind the vehicle — provides evidence that the spreading pattern was appropriate and the zone was clear.

Rear-end collision risk: Gritters travel significantly slower than following traffic on main roads. Drivers approaching from behind in reduced visibility (fog, snow, darkness) may not react in time to the speed differential. A rear-facing camera provides footage of vehicles approaching from behind — critical evidence in any rear-end collision claim where the following driver alleges the gritter was not adequately lit or was stationary without warning.

Night operation: Gritters operate primarily at night or in pre-dawn hours when ambient light is minimal. Camera systems must perform in near-darkness — requiring either low-light cameras or infrared-supplemented cameras for the rear and side positions. Standard daytime cameras that perform adequately for refuse vehicle operations may produce unusable night footage on a gritter operating at 3am.

Most gritters receive 0–2 star DVS ratings because of their vehicle profile and limited direct sightlines. PSS requires CMS (nearside camera), BSIS (nearside sensor), and MOIS (front AI pedestrian detection).

FORS Silver is appropriate for councils whose winter service contractors are required to hold FORS accreditation, or for councils that self-accredit their fleet. FORS Silver requires the nearside camera, 7-inch minimum monitor, audible left-turn warning, and reversing alarm — requirements that should be met regardless of FORS accreditation for gritters operating on roads where pedestrians may be present near a stationary or slow gritter.

Evidence Footage for Winter Service Claims

Winter service operations generate several categories of claims that footage directly addresses:

Rear-end collision claims: A vehicle strikes the gritter from behind. The following driver claims the gritter was not adequately lit, was stationary without warning, or was on the wrong route. Rear-facing camera footage shows exactly what was behind the gritter and confirms the vehicle was moving. The gritter’s speed data (embedded in the footage GPS stream) confirms the vehicle was not stationary. Lighting footage from the rear camera confirms lights were on and functioning.

Ice-related collision claims: A motorist claims to have lost control on a road that should have been gritted. The route footage, combined with GPS tracking of the gritter’s route and the spreading controller’s log, confirms whether the route was covered, at what time, and with what application rate. Footage alone does not prove the surface was adequately treated, but it is part of the evidence package alongside the spreading system’s data logs.

Spreading equipment damage claims: A following motorist claims their vehicle was damaged by grit ejected from the gritter. Footage of the spreading zone documents the spread pattern and can confirm or refute whether grit was being ejected in a direction that could have reached the following vehicle.

Do gritters need MOIS compliance for London operations?

Yes. MOIS (Moving Off Information System) is a mandatory element of DVS PSS for all vehicles in scope — including gritters over 12 tonnes — operating in Greater London. MOIS addresses the specific risk of a pedestrian being in the vehicle’s forward path before moving off. For a gritter starting a route from a depot or spreading start point, where workers may be nearby, MOIS provides the AI-based person detection that alerts the driver before moving off. There is no exemption for winter service vehicles from the MOIS requirement.

What camera resolution is needed for night footage on a gritter?

Standard 1080p cameras produce adequate resolution in daylight. At night, resolution matters less than sensor sensitivity — a camera with a large sensor (1/2.8″ or larger) and a low minimum illumination specification (0.01 lux or better) will produce usable night footage that a high-resolution camera with a small sensor cannot. For positions that need to show the spreading zone behind the vehicle at night, infrared LEDs embedded in or adjacent to the camera housing extend visibility in total darkness. How should spreading zone footage be retained after a winter incident?

Yes, if the MDVR supports cellular connectivity and the live view platform is configured for it. For councils running large-scale gritting operations across multiple routes simultaneously, live view is the only practical way to confirm that all routes are being covered in real time. Portal access should be configured for authorised controllers on duty, with multi-screen display showing all active gritters’ positions and camera feeds.

Does gritter footage need to be retained for Section 41 Highways Act compliance?

Section 41 of the Highways Act 1980 imposes a duty on highway authorities to maintain the highway.
